By Jitendra Bahadur Singh: The Ministry of Home Affairs (MHA), in a letter to all states, has expressed the need to conduct special deradicalisation sessions across all prisons. This, the MHA stated, was necessary to bring a change in the mindset of misguided criminals.

Further, the ministry asked all states to follow the Model Prison Manual, 2016, which will help attain uniformity in the basic principles governing the prisons of the country.

For the implementation, the ministry has advised separating prisoners who believe and are spreading the idea of radicalism.

The MHA has also asked the prison administration to ensure the separation of various categories of prisoners such as women, young offenders, under-trials, convicts, high-risk offenders, etc.

Categories should be lodged in jail separately with a view to ensuring the safety and security of inmates.

Video conferencing facilities should be initiated on jail premises

In the letter, the MHA has also appealed to the prison authorities to have a facility for video conferencing in district jails and courts.

Places that do not have such facilities should put forth the issues before the authorities so that quick arrangements can be made.

The MHA has also advised the central and state-level prisons to begin working to fulfill vacancies.

The ministry said the prisons should have adequate authority to look after sensitive and daily issues of the jail.
